Jack’s practice focuses on litigation, specifically under the State Environmental Quality Review Act (SEQRA), City Environmental Quality Review (CEQR) and the National Environmental Policy Act (NEPA).
Prior to joining SPR in 2022, Jack was an Attorney at the Center for Applied Environmental Law and Policy, where he engaged in federal and state regulatory advocacy under the Clean Air Act, with a focus on transportation. Previously, Jack spent five years as an associate in the New York office of an international law firm, where his practice focused on government and internal investigations, as well as impact litigation on subjects including voting rights and redistricting, immigration, and criminal justice reform.
Jack graduated cum laude from the New York University School of Law, where he was a Root-Tilden-Kern scholar and an Articles Editor on the New York University Law Review. Before entering private practice, Jack clerked on the U.S. District Court for the Eastern District of New York. Prior to law school, he worked on international sustainable development at the World Resources Institute, served as a legislative staffer in the U.S. Senate, and spent a year as a Fulbright scholar studying environmental politics in Oslo, Norway.
